Teacher of the Year - Mr. Shawn Neeley
Mr. Shawn Neeley grew up in Weirton, West Virginia. He will always tell you if in West Virginia, you need to go to Biscuit World and try their tasty biscuits!
Shawn is a graduate of West Liberty University. Mr. Neeley is completing his twenty-third year of teaching in the Carrollton Exempted Village School District. He teaches seventh grade science and is the coordinator for student council at the middle school. His notable quote or motto: “Kids Are Our Business!”
Mr. Shawn Neeley's faith and family play a BIG part in his life! His wife Abra, whom he met at West Liberty, teaches eighth grade math and their son Baden is an eighth grader at CMS.
Upon entering his classroom, Mr. Neeley’s love of his students and his sense of humor are evident. Students enjoy his science class including the Word Warrior of the Day. Mr. Neeley also makes each student feel special and seen on a daily basis. In addition to his daily activities, each student is recognized by Mr. Neeley on their birthday when they are given a silly birthday hat and a Little Debbie snack cake. Plus on Spirit Days, you never know what attire Shawn will be wearing!

Rookie of the Year - Mrs. Kaylee Baker
Mrs. Kaylee Baker is a dedicated second-year first-grade teacher at Carrollton Elementary who demonstrates exceptional skill in building strong, meaningful relationships with her students. Even early in her teaching career, she has cultivated a nurturing and inclusive classroom environment where every child feels seen, heard, and valued. Her natural empathy and consistent positive reinforcement foster trust and emotional security, which in turn supports student growth both academically and socially.
